Legal assistance for the trade union and other association bodies;

Training proposals for the legal improvement of the employees and departments;

Assistance upon the request of the employees to take the legal association documents, necessary consultations opinions and the signature if no objections and suggestions after the approvals of other departments and/or employees

General departmental management;

Assistance in the staff policy together with the association’s local departments;

Supervision over the observance of the internal labour regulations by the central administrators;

Actions to make the administrative reserves and the practical and methodical assistance for the local departments to do so;

Permanent management of the employee’s improvement;

Coordination of the employee’s vacation schedules;

General departmental management;

Supervision over the departmental resolutions and instructions;

Employee’s instructions, regulations and other deeds;

Actions to meet the assignments of the cotton seeds purchases in accordance with the amounts and terms of the Presidential resolution «Planned cotton boll growths and raw cotton»;

Actions to meet the raw cotton quality with the association’s cotton companies, raw cotton transportation to make the purchases outside these companies;

Maintenance plans of the cotton equipment and small machinery for the cotton and fire safety;

Material plans for the companies and the farmers to collect, take and store the raw cotton;

Practical assistance for the companies to meet the more food governmental assignments;

Analytical information to take essential actions;

Supervision over the departmental everyday plans;

Supervision over the departmental correspondence

Under the articles of association the quality, standardization and certification of the cotton products, the department management, the departmental everyday plans, the assignments amongst the departmental employees;

Supervision over the departmental resolutions, instructions and other same regulations;

Take the seasonal raw cotton if necessary;

Supervision over the cotton product quality;

Discuss the ginned cotton quality upon the administration’s request;

Representation of the cotton product’s standardization and quality in the ministries and institutions upon the administration’s request;

Development and introduction of the standardization regulations;

Proposals of the working plans to the association’s meetings carry out the governmental resolutions and the association’s minutes and resolutions;

All other departmental duties

Technical audit of the working equipment to comply with the updated technologies, the projects development and modernization, scientific localization of the equipment and newest technologies using the marketing analysis, preparation for the project’s documents, the programmes of the investments, credits and grants;

Marketing researches by stages for home and abroad together with the marketing departments by existing and probable products, fundamentals of the marketing prognostication as short and as long;

Analysis of the import’s amounts and structure of the home industries;

Development and amendments of the annual programmes include the industrial modernization and reconstruction and the financial resources to localize the products and to do so participation in the Republic of Uzbekistan’s Investment programmes;

Development and amendments of the project’s list to enter into the national programmes of the modernization and reconstruction of the industry, agriculture, services;

Coordination of the development, concurrence and approval of the project’s documents, investment proposals and passport, business-plan, pre-investment survey, investment survey and other essential documents;

Reports to the Ministry of Economy and Ministry for foreign economic relations, investment and trade to enter the project’s documents, investment proposals and passport, business-plan, pre-investment survey, investment survey and other essential documents into the unified database especially in the industrial programmes of the modernization and localization, annual investment programme;

Elimination of the negative factors stop the foreign investments and credits necessary for the investment programmes, improvement of the legal acts to attract the foreign investments;

Draft and observance of the articles of association and the departmental plans, the assignments amongst the departmental employees;

Analysis and registration of the resolutions, minutes and assignments, letters, applications and complaints incoming to the department and assign this correspondence amongst the departmental employees;

Assignments and supervision over the documents incoming to the department amongst the departmental employees;

Dispatch and supervision over the local departments the Republic of Uzbekistan’s effective deeds, the Presidential and governmental regulations, association documents and other acts;

Plans and supervision over the local departments the governmental and ministerial assignments of the cotton treatment and shipments to the different customers;

Monthly reports from the local departments, analysis and preparation for the project’s reports submitted to the administration;

Registration and delivery of the outcoming documents to the local departments in time;

Archives of all the association documents filed in the department;

General departmental management;

supervision over the departmental resolutions and instructions;

Plans and supervision over the local departments the governmental and ministerial assignments of the cotton treatment and shipments to the different customers;

Cooperation with other departments to delivery the cotton products to the different customers by the local departments;

Improvement of the industrial processes get higher efficiency of the cotton manufacturers, labour analysis and examination of the reports and other statements;

Departmental correspondence and the visits of the official persons;

Analysis of the departmental reports and necessary actions;

General departmental management, assignments amongst the departmental employees, preparation for the analytical information of the association settlements, supervision over elimination of the defects;

Supervision over the departmental actions in response of the resolutions of the government, Ministry of Finance, Tax Committee and the Association board chairman, other deeds (letters and other correspondence), the local departmental actions;

Elimination of the payments difficulties amongst the banks, companies, comsumers and other parties if any;

Accounting transactions of the association taxes and the tax reports in time;

Supervision over the assignments and duties of the departmental employees;

Supervision over the accountant’s transactions and the punishment proposals;

Reports of the association’s payables and receivables, registration of the payment documents in time and the accountancy duly;

Reconciliations amongst the companies and examination of the reports in time;
